MANIFIESTO:

 ¡PAREMOS EL FEMICIDIO EN CIUDAD JUÁREZ Y CHIHUAHUA!

Las mujeres que elaboramos este manifiesto convocamos a la sociedad planetaria, a sumarse a la lucha para:

  1. Terminar con el femicidio en Ciudad Juárez, México.
  2. Encarcelar a los autores del secuestro, tortura, violación, mutilación y asesinato de alrededor de 100 mujeres -casos de crímenes en serie aún no resueltos- de los 370 contabilizados por Amnistía Internacional.
  3. Esclarecer las desapariciones de otras 400 jóvenes -denunciadas por diversas organizaciones no gubernamentales mexicanas-, desapariciones que no han dejado de producirse,  ya que todavía hoy siguen desapareciendo  cuatro jóvenes por mes, en el Estado de Chihuahua.

Sabemos que de esos 100 crímenes en serie, cometidos de 1993 a 2003, la opinión pública mexicana e internacional acusa a las autoridades federales, estatales y municipales, y a la Justicia, de incurrir en complicidad y en negligencia inculpado a chivos expiatorios mediante declaraciones obtenidas bajo tortura, falsificación de pruebas e irregularidades periciales en los expedientes; persiguiendo, amenazando y hostigando a familiares de las víctimas; y desestimando evidencias y denuncias que conduzcan a los verdaderos asesinos.

Sabemos que tres presidentes han gobernado México desde que comenzó el femicidio: Carlos Salinas de Gortari, Ernesto Zedillo y el actual, Vicente Fox, y ninguno ha realizado acciones contundentes para frenarlo. Tampoco han reconocido un patrón común entre los asesinatos, que, debido a la impunidad, se han extendido a otras seis ciudades de la República Mexicana (Chihuahua capital, León, Torreón, Nogales, Guadalajara y Tijuana).

Sabemos que los dos gobernadores del Estado de Chihuahua que han desempeñado sus funciones desde 1993, Francisco Barrio y el actual, Patricio Martínez, han desestimado o subestimado el femicidio, y han obstaculizado las investigaciones relacionadas con los crímenes. Sólo la presión internacional y los constantes reclamos de las Ong´s y de los familiares de las asesinadas lograron que el tema se convirtiera en un asunto mundial de gravedad.

Sabemos que los asesinatos en serie de mujeres no resueltos tienen una vinculación directa con el crimen organizado, más específicamente con el narcotráfico. Y que esta relación ha sido señalada y alertada extraoficialmente por fuentes de los servicios de información federales mexicanos, la Oficina Federal de Investigaciones de Estados Unidos (el FBI) y denunciada por un sector minoritario del periodismo independiente y comprometido.

Sabemos que han circulado más de una docena de hipótesis en relación a la autoría de los asesinatos, pero el gobierno mexicano hasta ahora no ha seguido la línea de investigación, en la que, supuestamente, un grupo de empresarios poderosos y narcotraficantes de la frontera mexicano-americana, participan en rituales en los que violan, torturan y matan a mujeres jóvenes. A dichos crímenes también podrían estar vinculados asesinos en serie y pandillas sádicas de sicarios.

Sabemos que el femicidio de Ciudad Juárez ha sido estigmatizado, con acciones y gestos misóginos, machistas y de desprecio hacia las víctimas y sus familiares por parte de las autoridades.

En el discurso oficial se ha dicho que eran  “mujeres que no iban precisamente a misa”, que “ esto les sucedía por la desintegración familiar de sus hogares” o “porque sus padres no se preocupaban  de dónde estaban sus hijas”, como si tales situaciones en el caso de que fueran ciertas, justificara el secuestro, tortura,  violación y asesinato de las jóvenes.

Sabemos que en los asesinatos en serie existen varios elementos que se manifiestan en un patrón: se trata de jóvenes morenas, de entre 13 y 20 años de edad, de condición humilde, por lo general empleadas de maquila, y oriundas de otros Estados de México. También sabemos que existe un modus operandi en la detección, la persecución, el secuestro y -tal vez- el cautiverio de las jóvenes, el asesinato -asfixia por estrangulamiento- y la manera de dejar los cuerpos en terrenos abandonados -como si el cuerpo de la mujer fuese un objeto desechable-.

Solicitamos al presidente de México, Vicente Fox, al gobernador de Chihuahua, Patricio Martínez, al Procurador General de la República, Rafael Macedo de la Concha:

1. Iniciar acciones reales y concretas para poner fin al el femicidio en Ciudad Juárez y encarcelar a los verdaderos asesinos de los crímenes en serie.

2. Asegurar la integridad física, emocional y moral de los familiares de las víctimas, miembros de Ong´s, periodistas comprometidos y comprometidas con el esclarecimiento de los crímenes y personas de la sociedad civil, que hayan recibido amenazas de muerte, hostigamiento por parte de las autoridades o censura.

3. Instrumentar una Ley Integral contra la Violencia de Género en México -ley que no existe en la actualidad- y modificar el discurso machista, misógino y discriminatorio del poder hacia la mujer, por uno igualitario.

Asimismo, solicitamos a toda la población de Ciudad Juárez y México que se unan a esta lucha internacional para terminar con el femicidio en Ciudad Juárez y México.

Este manifiesto se hará llegar a todas las Ong´s comprometidas con los derechos humanos y los derechos de la mujer. Es un primer paso de la presión internacional que ejerceremos sobre el gobierno mexicano.

STOP THE FEMICIDE IN CIUDAD JUAREZ AND CHIHUAHUA!


The women who elaborate this manifesto call together the planetary society to join in this struggle to:

  1. Put an end to the femicide in Ciudad Juarez, Mexico.
  2. Imprison whoever is responsible for the abduction, torture, rape, mutilation and murder of nearly 100 women -cases of serial crimes still unresolved- of the 370 counted by Amnesty International.
  3. Clarify the disappearances of 400 other young women -denounced by several Mexican nongovernmental organizations- , disappearances which have not ceased considering that still to date about 4 women disappear every month in the state of Chihuahua.

We know that the Mexican and international public opinion blame the federal, state and local authorities and the judicial system of incurring in complicity by utilizing scapegoats to set the blame for at least 100 serial crimes committed between 1993 and 2003; and to have done this by forcing declarations with torture, falsifying evidence and proficient irregularities in the files; persecuting, threatening and harassing the families of the victims and by disparaging evidences and denounces that lead to the true murderers.

We know that of the three presidents that have governed Mexico since the femicide began: Carlos Salinas, Ernesto Zedillo and currently Vicente Fox, none have engaged in any significant endeavors to stop it. Neither have they recognized a common pattern between murders, which, due to impunity, have expanded to six other cities in the country (capital of Chihuahua, Leon, Torreon, Nogales, Guadalajara and Tijuana).

We know that the two governors of the State of Chihuahua who have governed since 1993, Francisco Barrio and currently Patricio Martinez, have belittled and underestimated the femicide and have been obstacles in the lines of investigations related to the crimes.  Only international pressure and the constant claims of the nongovernmental organizations and the victims' families have made this situation become an alarming issue worldwide.

We know that the serial murders of women are directly linked to organized crime, more specifically, drug dealing. This relationship has been highlighted and pointed out extra officially by sources belonging to Mexican federal services of investigation, the FBI, and denounced by a minor sector of independent journalism.

We know that more than a dozen of hypothesis in relation to the murderers have been considered, however, the government has not followed a line of investigation which strongly suggests that a group of powerful entrepreneurs and drug dealers from the Mexican-American border, participate in rituals in which they rape, torture and kill young women. Several sadistic gangs and serial murderers could also be linked to these crimes.

We know that the femicide of Ciudad Juarez has been stigmatized by some of the authorities with misogynistic behavior and despise against the victims and their families.

It has been officially said that the victims were “women who didn't precisely go to church”, that “this occurred to them because of the family disintegration that exists in their homes” or “because their parents didn't worry about where their daughters were going”, as if such situations, in case they were true, justified the abduction, torture, rape and murder of these young women.

We know that in these serial murders various elements are manifest in a pattern: the victims are young women with dark skin, between 13 and 20 years of age, from a low socioeconomic stratum, generally employed in maquilas and coming from other states of Mexico.  We also know that a modus operandi exists in the detection, chase, abduction and -maybe- the captivity of the young women, the murder -asphyxiation from strangle- and the way in which the bodies are dropped in abandoned pieces of land -treating the female body as if it were a disposable object-.

We request the president of Mexico, Vicente Fox, the governor of Chihuahua, Patricio Martinez, the general attorney of the republic, Rafael Macedo de la Concha to:

Take real and concrete actions to put an end to the femicide in Ciudad Juarez and to imprison the true murderers of the serial crimes.

  1. Secure the physical, emotional and moral integrity of the victims' families, the members of the nongovernmental organizations, the journalists who are engaged in clarifying the crimes and of the members of the society whose lives have been threatened and harassed by the authorities and censorship.
  2. Create an Integral Law against Violence of Gender in Mexico -law which does not currently exist- and to modify the sexist, misogynistic and discriminatory discourse towards women, into an egalitarian one.

In the same fashion we ask the entire society of Ciudad Juarez and Mexico to join in this international strife to put an end to the femicide in Ciudad Juarez and Mexico.

This manifesto will be sent to every nongovernmental organization that responds to and defends human rights and women's rights. It is the first step of the international pressure we will place on the Mexican government.
